Rebecca McPhail is President-Elect of the Gas and Oil Association of West Virginia (GO-WV), where she helps guide the organization’s strategic direction, policy priorities, and engagement with state and federal leaders. In this role, she works to elevate the voice of West Virginia’s natural gas and oil industry, strengthen collaboration across the energy and manufacturing sectors, and advance policies that support responsible development, economic growth, and long-term energy security.

Before joining GO-WV, Rebecca served as Vice President of State Affairs and Political Mobilization at the American Chemistry Council (ACC), where she helped lead national state-level advocacy on issues affecting chemicals, plastics, and advanced manufacturing. She advised ACC’s political engagement strategy and coordinated efforts with independent state chemical industry councils across the country.

Previously, Rebecca served as President of the West Virginia Manufacturers Association, directing statewide advocacy before regulatory bodies and elected officials and championing initiatives to expand manufacturing investment. Her background also includes service as President of Vision Shared, a statewide public-private partnership dedicated to economic and community development, as well as higher-education advancement work as Assistant Vice President of Development at Marshall University.

A West Virginia native, Rebecca holds a bachelor’s degree in history and political science from the West Virginia University Institute of Technology. She currently serves as Chairman of the Board of the YMCA of Kanawha Valley.
